A Bumpy Ride Through Water Seven
The Straw Hat Pirates continue their adventures with the addition of Ms. All Sunday - A.K.A. Nico Robin - to their crew. Long Ring Long Land, made up of ten islands that float in the sky...
The crew know they need a ship carpenter to repair the damage to Going Merry after their many voyages. On their way to the next island, the crew encounter sea train, Puffing Tom, as it crosses the ocean. Kokoro, the stationmaster tells them about Water Seven, a city of water famous for its ship carpenters.
So, they decide to go there to get the Going Merry fixed and add a ship carpenter to their crew. The pirates land at Water Seven and set off to explore the city separately.
While doing so, some of their treasure is stolen by the Franky Family, and Robin hides out after coming into contact with a mysterious group known as CP9. Elsewhere, Luffy finds the Galley-La Company, a collection of skilled carpenters, and asks their leader, Iceberg, to repair the Merry.
Dissension Within the Crew
Usopp sets off alone to find the Franky Family and claim back the 200 million berries they have stolen from them. However, he is defeated. When Usopp regains consciousness, Luffy tells him that the Going Merry cannot be fixed.
The Straw Hat captain wants to buy a new ship, but Usopp disagrees and, after arguing, tries to leave the crew. Luffy and Usopp enter into a duel with the Merry at stake. Usopp tries various ploys to trick Luffy, but in the end their difference in strength is too great, and Luffy emerges the winner. Usopp says he can do whatever he wants with Merry and leaves the crew.
At that point, Franky returns from a deal to find his hideout destroyed. Franky is enraged by what he hears from his followers, and vows to fight Luffy as soon as he tracks him down.
Elsewhere, the mayor of Water Seven, Iceberg, is assaulted. A witness says that one of the culprits was Nico Robin, which makes the carpenters of the Galley-La Company turn on Luffy. The Galley-La ship carpenters get mixed up in Luffy and Franky's fight, which turns into a three-way melee.
The World Government's Involvement
Rob Lucci, another member of the Galley-La Company, infiltrates Water Seven and attacks Iceberg in an attempt to unearth the location of the plans for an ancient weapon. After capturing Nico Robin and Franky, who holds the key to bringing back the weapon, Lucci returns to Enies Lobby.
Luffy and the others board the runaway sea train, Rocketman, to go rescue Robin. In Enies Lobby, all the members of CP9 are gathered before their leader, Spandam. Cipher Pol, the World Government's intelligence agency.
Also known as “CP9,” the ninth secret organization in the agency is a terrifying group who’ve been given a license to kill in the name of “Dark Justice.” They threaten Robin after seeing her in Water Seven, and she decides to leave with CP9 on the condition that the Straw Hat Pirates are allowed to go on their way unharmed.
Once the convoy is prepared, it passes through the Gates of Justice, taking Robin to the Marines’ HQ and Franky to the huge prison known as Impel Down. Enter Luffy and the others. They move toward the Tower of Law where Robin and Franky are being held, defeating sailors along the way.
Luffy goes ahead and squares up to Blueno, a member of CP9, on the courthouse roof. Luffy defeats Blueno with Gear Two, using his rubber ability to increase his blood flow by pumping himself up and greatly increasing the strength of all his moves.
Then he turns and shouts up at the Tower of Law.
“Roooobiiiinnnn!
I'm coming for yoooouuuu!”
CP9 lines up after hearing Luffy shout to Robin from the courthouse roof. The rest of the crew arrive on the roof with the help of the Galley-La ship carpenters and the Franky Family.
Robin’s Memories
"I just... want to die!"
Robin rejects Luffy's help. The memory of the Buster Call surfaces in her mind. A Buster Call is when 10 national war-class battleships assemble and raze everything in their path. Even if there are innocent civilians at the scene of the attack, this vicious and systematic military maneuver will not stop until the target is totally wiped out. The scholars of Ohara - the holy land of archaeology where Robin was born - had their study of ancient writing deemed dangerous by the World Government and were wiped out by a Buster Call.
It was a miracle that Robin survived... The eight-year-old girl had a bounty placed on her head for her ability to decipher Ponegliffs. Ever since, she has lived with a deep mistrust of everyone around her, but during her adventures with the Straw Hat Pirates, she finally found a place where she felt safe. She doesn't want to make her friends the enemies of an organization made up of more than 170 nations.
As Robin warns him to stay away, Luffy has the Sniper King fire through the World Government flag.
"Say you want to live!"
Robin eventually answers Luffy's cry.
"I want to live! Take me with you!"
Her answer is to live. Robin couldn't dare to hope for such a thing, but Luffy's feelings finally got through to her.
The Fight for a Nakama
The out-and-out battle for Robin between CP9 and the Straw Hat Pirates begins. Robin is bound by manacles made of Sea Prism Stone, which repels Devil Fruit powers. They must find the key to her manacles to save her...
...and CP9 has the key.
Luffy and the others search the Tower of Law with the escaped Franky and a fierce battle between the five of them and CP9 breaks out. Luffy abandons the search for the key and goes after Robin alone. Lucci leaves the transporting of Robin to Spandam, and squares up to Luffy again.
Flustered by the unexpected attack, Spandam uses the wrong Transponder Snail and activates a Buster Call. Robin knows how terrifying the attack will be and uses a Transponder Snail to warn everyone to evacuate Enies Lobby.
Enies Lobby will soon be reduced to ashes! Beneath the island, wrapped in confusion, the fight between Luffy and Lucci begins.
New Gear for Luffy!
As the battle between Luffy and Lucci reaches its climax, the cannons of the Buster Call battleships assault Enies Lobby. Lucci collapses the underground tunnel to block the path and their fight moves to a pillar on the Bridge of Hesitation.
After saving Robin, the crew waits...
Luffy presses Lucci with "Gear Three", which makes a part of his body grow to gigantic proportions. However, Luffy is exhausted from the heavy power-up and, in the end, collapses.
At that point, Sniper King appears. He pulls off his mask revealing himself to be Usopp and cheers Luffy on.
"You can do it! We're all going home together, Luffy!"
Luffy uses the last vestiges of his strength to activate Gear Two. He slams Lucci with a full power Gum-Gum Jet Gatling and emerges victorious.
A Powerful Crew and the Loss of a True Friend
Having defeated Lucci, Luffy hears the cheers of the Galley-La carpenters and the Franky Family who he believed to be dead. They looked as if they had fallen into the ravine, but in fact they’d secured themselves with ropes and had hidden.
The crew are happy no one is hurt and prepare to escape, but they are suddenly surrounded by sailors and pushed back to the bridge pillar. Just when they thought they were done for, the Going Merry appears before Luffy and his friends. They leap off the pillar to successfully escape their marine pursuers.
Iceberg is waiting for the crew on a Galley-La ship. Then Merry breaks down as if her strength is all used up.
Luffy and the others decide to say goodbye to Merry. So, they set her on fire and watch her sink.
"Thank you for taking such good care of me. I was very happy."
Merry's final words reach the crew on the mysteriously falling snow.
